IPL 2023 Rules Change: For the 2023 season, the Indian Premier League (IPL) has announced major changes to its rules. One of the most important changes is the opportunity for teams to submit their final Playing XIs after the coin toss. This rule is expected to provide additional flexibility to teams. The new rule is expected to reduce the impact of dew on the pitch. This historically had a significant influence at several Indian sites, affecting teams bowling second. This will also reduce the importance of the toss. As it should not be a matter of “win toss, win the match” in certain scenarios.
Similar to the SA20 league: IPL 2023 Rules Change
With the SA20, the IPL became the second T20 franchise league to let teams show their final XIs after the toss. In the SA20, teams put 13 names on their squad sheets at first. And then release their final XI after the coin toss is done. The adjustment, according to Graeme Smith, the SA20 tournament director, was intended to “lessen the significance of the toss” and allow for an equal playing field depending on the circumstances.
Teams can now plan their tactics before they begin with the implementation of this new rule. If a team that is expected to bat and then defend a total on a slow track in turning conditions is compelled to bowl first, it can play an extra spinner in the initial XI. And then substitute a specialist bowler with a batter in the second innings to aid with the run chase.
In the previous edition of the IPL in India in 2019, the toss-winning team often wins the match. The results of Super Over are not included. After this new rule, this pattern may change, and the toss winner may not win the match.

For every over that is not finished in the allotted time, there will only be a four-fielder penalty outside the 30-yard line. If the wicket-keeper shows any unfair movement then that ball will be considered a dead ball and five penalty runs will be given. If there is any unfair movement from the fielder then the ball will be considered a dead ball and five runs penalty will be given.
